In a mixing bowl, combine the breakfast sausage, cream cheese, Rotel, cheddar cheese, Bisquick, garlic powder, onion powder, and black pepper. Mix until well combined.
Form the mixture into small balls and place them on a baking sheet.
Bake for 25 minutes or until golden brown.
