Instructions
Cook the elbow macaroni according to package instructions. Drain and let cool.
In a large mixing bowl, combine the cooled macaroni, apple cider vinegar, grated carrot, grated onion, mayonnaise, milk, sugar, salt, and pepper. Mix well.
