In a large baking dish, layer the ground meat, onion, garlic, potatoes, carrots, green beans, cream of mushroom soup, and milk. Season with Italian seasoning, salt, and pepper.
Cover with foil and bake for 45 minutes.
Remove the foil, top with cheese, and bake for an additional 15 minutes until the cheese is melted and bubbly.
