In a mixing bowl, combine flour, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in milk until just combined.
Turn the dough onto a floured surface and knead gently. Roll out to about 1-inch thickness and cut into rounds.
Place half of the rounds on a baking sheet. Spoon apple pie filling onto each and sprinkle with cinnamon. Top with remaining rounds.
Bake for 15 minutes or until golden brown. Dust with powdered sugar before serving.

You can use store-bought apple pie filling for convenience.
